為解決目前六級產業化推動之瓶頸，透過台東大學已建置之東部生物經濟中心先導工廠，作為臺東特色產源之產品生產與產業化之基地。先導生技工廠設有專業研發品管實驗室與 HEPA 潔淨空調與全廠庫板隔間之食品生技工廠，工廠之食品硬體設施符合國內法規與食品HACCP 與 TQF 規定。本計畫團隊已建立一系列能由農產作物經由基礎研究、產品開發、生產製造、檢驗品管、包裝充填至可市場銷售之生技保健食品製程技術與生產平台，東部企業將透過本產學小聯盟應用本技術生產平台將特色農作物進行高價值保健食品研發、試製與試銷，真正落實東部產業六級化的推動。
